摘　　要：2021年3月,美国石油学会发布《气候行动框架》报告,从政府、行业、创新领域等多角度提出五大行动。政府提高资金激励推动低碳技术研发和商业化、减少作业现场排放加速环境改善、推动制定适合全球经济的碳排放定价体系、推动碳排放强度分类的全球"差异化"天然气市场、形成油气行业解决方案、加强减排报告一致性和透明度等做法,值得持续关注和深入研究。中国油气行业应实时关注能源领域成本、能源利用效率、价格的变化,优化低碳发展战略规划,积极做好参与碳排放权定价体系和标准化的数据准备工作,提前着手应对"差异化"天然气市场定价,进一步加快氢能技术研发和商业化进程。In March 2021,the American Petroleum Institute(API)released Climate Action Framework,which proposed five action from the government,industry,innovation and other angles.They are worth paying attention and studying deeply governments’increasing fund incentive to promote low-carbon technology development and commercialization,reducing the operating field emission to accelerate environmental improvement,promoting to develop suitable for the carbon pricing system of the global economy,facilitating carbon intensity classification of"differentiation"natural gas markets around the world,forming the oil and gas industry solutions,and improving the consistency and transparency in emission reduction reporting.China’s oil and gas industry should focus on energy cost,energy efficiency,the change of the price,optimizing strategy planning of low-carbon development,actively prepare data for participating in the pricing system of carbon emission rights and standardization,responding the"differentiation"of gas market pricing ahead of time,and further accelerating hydrogen technology development and commercialization.
