我国药品集中采购实践的典型特征与启示

摘　　要：目的:分析我国药品集中采购实践的特征,提出相关发展路径建议。方法:检索全国31个省(区、市)药品集中采购实施最新方案、公告等文件进行文献回溯,并使用CiteSpace软件对CNKI数据库中药品集中采购相关文献进行可视化分析。结果:国家组织药品集中采购模式与省市级自主采购模式各有特点。对最终纳入的814篇文献进行可视化分析结果显示,带量采购、仿制药一致性评价、GPO等成为近年来药品集中采购领域的研究热点。结论:我国药品集中采购制度正逐步完善,应加强与群众的信息互通,打破独家中标制、采取措施防止"二次议价",逐步规范集团化采购模式。Objective:The characteristics of centralized drug procurement in China were analyzed,and suggestions on relevant development paths were put forward.Methods:The latest plans and announcements of centralized drug procurement in 31 provinces(districts,cities)were retrieved for literature retrospection,and CiteSpace software was used to conduct visual analysis of relevant documents of centralized drug procurement in CNKI database.Results:The centralized procurement mode organized by the state and the autonomous procurement mode at the provincial and municipal levels have their own characteristics.The visualization analysis results of 814 included literatures showed that procurement with volume,generic drug consistency evaluation,GPO becoming the most cuttingedge researchcentral issues in recent years.Conclusions:The system of centralized procurement of drugs in China is gradually improving,so we should strengthen the information exchange with the masses,break the exclusive bidding system,take measures to prevent the"second bargaining",and gradually standardize the group procurement mode.
