摘　　要：实现高水平自立自强是构建"双循环"新发展格局的本质特征,"双循环"新发展格局为中国高新技术产品贸易高质量发展提供了理论逻辑与实践逻辑。"十四五"时期,中国高新技术产品对外贸易面临的内外部困境愈加复杂,如何突破困境、抓住机遇以推动高新技术产品贸易高质量发展,是构建"双循环"新发展格局的题中之意。鉴于此,文章首先分析了中国高新技术产品的贸易规模、贸易结构、地区分布、贸易方式和贸易主体等特征。其次,探讨了中国高新技术产品贸易面临的内外部困境及影响。最后,基于"双循环"新发展格局,从加强自主创新、瞄准基础研究、强化产业链供应链控制力、改善科技创新生态、扩大对外开放和加强国际合作等层面提出高新技术产品贸易的策略选择,以期通过高新技术企业的科技创新夯实"双循环"根基,进一步赋能中国外贸转型升级和高质量发展。Achieving a high level of self-reliance is an essential feature of building a new development pattern of“dual circulation”.The new development pattern of“dual circulation”provides theoretical and practical logic for the high-quality development of China’s high-tech products trade.During the“14 th Five-Year Plan”period,the internal and external dilemmas faced by China’s foreign trade of high-tech products have become more and more complicated.How to break through the dilemmas and seize opportunities to promote the high-quality development of high-tech products trade is the meaning of the question to construct a new development pattern of“dual circulation”.In view of this,the paper firstly analyzes the characteristics of China’s high-tech products’ trade scale,trade structure,regional distribution,trade methods,and trade entities.Secondly,it discusses the internal and external dilemmas and impacts faced by China’s high-tech products trade.Finally,based on the new development pattern of“dual circulation”,the paper proposes strategic choices for the trade of high-tech products from the aspects of strengthening independent innovation,aiming at basic research,strengthening the control of the industrial chain and supply chain,improving the ecology of technological innovation,expanding opening up and strengthening international cooperation,which expects consolidate the foundation of“dual circulation”through technological innovation of high-tech enterprises and further empower China’s foreign trade transformation and upgrading and high-quality development.
