摘 要:深入理解交通扶贫的政策演进与实践经验,强化交通扶贫的成功模式是防止脱贫地区规模性返贫的关键环节。以交通扶贫政策文本为对象,对精准扶贫以来我国交通扶贫的政策演进及实践经验进行系统梳理和总结,以有效反馈、校正交通扶贫的理论研究体系,为新阶段乡村振兴战略下交通运输发展提供方向指引与经验借鉴。研究发现:精准扶贫以来,我国交通扶贫的区域由老少边穷地区向贫困人口地区全覆盖,扶贫对象更精准、措施更丰富、成效更显著;交通扶贫政策向精细化、专门化、体系化发展;三种类型(供给型、环境型、需求型)的交通扶贫政策工具选择呈现差异性和不均衡性;交通扶贫的实践路径在于完善农村交通基础设施、提升交通运输水平、强化“四好农村路”建设、推进“交通+”特色扶贫是其为乡村振兴战略下交通运输发展提供的有益实践经验。A deep understanding of the policy evolution and practical experience of poverty alleviation in transportation and strengthening the successful model of traffic poverty alleviation are the key links to prevent large-scale slide back to poverty in poverty-stricken areas.Taking the text of transportation poverty alleviation policy as the object,this paper systematically combs and summarizes the policy evolution and practical experience of China's poverty alleviation policy in transportation since the initiation of targeted poverty alleviation.The purpose is to effectively feedback and correct the theoretical research system of transportation poverty alleviation,and provide direction guidance and experience for the development of transportation under the strategy of rural revitalization in the new stage.The study finds that since the initiation of targeted poverty alleviation,the transportation poverty alleviation policy has fully covered the poor and the poverty-stricken areas.Targets of transportation poverty alleviation is growing accurate,measures are being enriched,and significant effects are emerging.The traffic poverty alleviation policy is refined,specialized and systematic.The supply-oriented,environmental-oriented and demand-oriented tools involving in transportation poverty alleviation policy are differentiated and unbalanced.The practice paths are diversified in improving the rural transportation infrastructure,improving the level of transportation,and strengthening the construction of“Four Good Rural Roads”and promoting the poverty alleviation with“transportation+”characteristics concerning transportation poverty alleviation.All these are useful practical experience of China's poverty alleviation in transportation development under the subsequent rural revitalization strategy.
