摘 要:旨在从全流域、多梯级的角度对水电开发环境影响后评价进行研究,为流域水电梯级开发的可持续发展和生态环境保护提供技术支撑。基于工程系统、环境系统、管理系统三个方面构建流域水电梯级开发环境影响后评价指标体系,采用模糊层次分析法赋予评价指标相对合理的权重,应用可变模糊集理论建立流域水电梯级开发环境影响后评价模型,将后评价结果判定等级分为5级。以贵州乌江干流水电梯级开发为对象进行了实例应用,得出的环境影响后评价结论与贵州乌江干流水电梯级开发后的实际环境影响基本吻合。说明本文提出的流域水电梯级开发环境影响后评价方法和模型等具有较强的科学性、适用性,具有实际意义和推广应用价值。his paper aims to study EIPA(Environmental Impact Post-Assessment)of hydropower development from the perspective of whole basin and multiple cascades,and to provide technical support for the sustainable development and ecological environment protection of hydropower cascade development in the basin.This paper constructed the evaluation index system for EIPA of basin hydropower cascade development from three aspects of engineering systems,environmental systems and managementsystems.The FAHP(Fuzzy Analytical Hierarchy Process)was used to give relatively reasonable weight to the evaluationindicators.Variable fuzzy set theory was used to establish the assessment model for EIPA of basin hydropower cascade development,and dividing the grades of evaluation results into five levels.Taking the hydropower cascade development of Wujiang River in Guizhou Province as an example,the conclusions of EIPA are basically consistent with the actual environmental impact after hydropower cascade development of Wujiang River in Guizhou Province.It shows that the assessment method and model of EIPA for hydropower cascade development in the basin proposed in this paper are scientific and applicable,it’s of practical significance and value of popularization and application.
