摘  要:本文从房价高企的视角,探究了国家对东部地区用地管控政策扩大城乡消费差距的原因和作用机制。研究发现,用地管控政策显著扩大了东部地区的城乡消费差距,并可以通过房价作用于城乡消费差距;当房价处于不同水平区间时,用地管控政策对城乡消费差距呈现出非线性影响。根据结论,我国应从供给侧变革用地管控政策,放宽对东部地区的用地管控,使东部地区的土地供给满足城市用地需求、实现城乡之间人地联动,以缓解房价过高的局面,进而达到缩小城乡消费差距的目的。From the perspective of high house prices, this paper explores the reasons and mechanism of the national land control policy in the eastern region to expand the urban-rural consumption gap. The results show that, the land use control policy has significantly expanded the urban-rural consumption gap in the eastern region, and it can affect the urban-rural consumption gap through house prices. When house prices are in different levels, the land control policy has a nonlinear impact on the urban-rural consumption gap. According to the conclusion, in order to alleviate the excessive rise of house prices and narrow the consumption gap between urban and rural areas, the land control policy should be changed from the supply side to relax the land control in the eastern region, so as to make the land supply in the eastern region adapt to the urban land demand and realize the linkage between urban and rural people and land.
