摘  要:我国煤炭行业正处于转型发展的关键时期,对其GTFP进行科学测算并以测算结果为依据,能够判断出规模效益、科技创新等是否有利于促进或抑制煤炭行业的产出增长,这项工作对行业"双碳"目标的实现及其高质量发展具有重要的意义。将研究区域确定为我国的15个省(区),通过调查得出这些地区在2010—2019年间的煤炭行业平均综合技术效率,利用Global-Malmquist-Luenberger指数对每年的GTFP进行测算,对其分解时则选取了时间与区域这两个维度。最后,以促进煤炭行业实现高质量发展为宗旨提出了3点政策建议:煤炭行业务必注重提升综合技术效率水平,煤炭企业不仅要完善生产管理制度,还应当及时提升自身的科技创新能力。China’s coal industry is in a critical period of transformation and development. Scientific calculations of its GTFP and based on the calculation results can determine whether economies of scale and technological innovation are conducive to promoting or inhibiting the industry’s output growth. This work is of great significance to the realization of the industry’s “dual carbon” goal and its high-quality development. Based on this, this article identifies the research area as China’ s 15 provinces and regions, and obtains the average comprehensive technical efficiency of the coal industry in these areas from 2010 to 2019 through the survey, and then uses the GlobalMalmquist-Luenberger index to evaluate the GTFP of each year In order to calculate, the two dimensions of time and area are selected when decomposing it. Finally, this article puts forward three policy recommendations for the purpose of promoting the high-quality development of the coal industry. the coal industry must focus on improving the overall technical efficiency level. Coal companies must not only improve the production management system, but also promptly upgrade their own technology. Creativity.
