新时代农民美好生活权利的时代蕴意及实现路径研究

摘　　要：保障和发展农民美好生活权利,实现农民的高层次追求是新时代对农村治理现代化的全新要求。美好生活权利表达的是农民内心对生活、对社会、对现实及未来满意的一种情感体验,既包括物质的充实、生命财产的安全,也包括思想行为不受束缚,人格不受侵犯,还包括社会对农民的公平对待。为了实现农民对美好生活的追求,应从更全面的角度改善农民的发展条件和生活状态,基于不同层面出发探索从根源上保障农民美好生活权利实现的路径,完善农民自治体系,促进新时代农民的全面发展。Guaranteeing and developing farmers’right to a better life and realizing farmers’high-level pursuit are the new requirements for the modernization of rural governance in the new era.The right to a better life expresses an emotional experience of farmers’inner satisfaction with life,society,reality and the future,including material enrichment,safety of life and property,freedom of thought and behavior,freedom of personality,and fair treatment of farmers by society.In order to realize farmers’pursuit of a better life,we should improve farmers’development conditions and living conditions from a more comprehensive perspective,explore ways to guarantee farmers’right to a better life from the root based on different levels,perfect farmers’self-governance system,and promote farmers’all-round development in the new era.
