摘　　要：收益分配的公平合理性对促进私人资本参与城市地下综合管廊PPP项目具有重要作用,但当前对PPP项目收益分配的模型仍存在不足。基于此,根据收益分配确定的原则,并结合文献搜索和专家采访确定了城市地下综合管廊PPP项目收益分配指标体系;在此基础上,将C-OWA算子与模糊综合评价相结合,对区间Shapley值进行改进,建立了改进Shapley值的收益分配模型。该模型不仅考虑了PPP项目收益分配的波动性,而且客观修正了PPP项目收益指标对PPP项目收益分配的影响程度。算例表明,改进的收益分配模型具有可行性和合理性。Fair rationality of income distribution to promote private capital participation in the PPP projects of urban underground pipe corridor plays an important role,but the current model of income distribution of the PPP project is still insufficient.Based on this,according to the principle of income distribution,this paper determines the index system of PPP project income distribution of the urban underground pipe corridor,in reference to the literature search and expert interviews.The C-OWA operator and fuzzy comprehensive evaluation are combined to improve the interval Shapley value,and further establishes income distribution model with improved Shapley value.The model not only considers the volatility of the PPP project income distribution,but also modifies the influence degree of the PPP project income index on the PPP project income distribution.The example shows that the improved income distribution model is feasible and reasonable.
