摘　　要：目的:构建医疗设备临床使用管理评价指标体系,提升医院医疗设备精细化管理水平。方法:调研国内外医疗设备使用管理研究现状,梳理医疗设备使用管理中存在问题,结合国家卫生健康委新发布《医疗器械临床使用管理办法》的实施,运用层次分析法(AHP)构建指标体系,采用专家调研法对指标进行权重设置,应用网络AHP软件(yaanp软件)计算各指标权重。利用评价指标体系对两家医院(A医院和B医院)的CT及彩超使用管理进行评价分析,找出存在的主要问题,并针对问题提出改进措施。结果:医疗设备临床使用管理评价指标体系由4项一级指标12项二级指标组成,能够指导相应科室合理配置与使用医疗设备。经过改进,A医院放射科CT、产科彩超和妇科彩超平均检查完成时间缩短约4 min、10 min和6 min;B医院放射科CT和超声科彩超平均检查完成时间缩短约27 min和18 min。结论:医疗设备临床使用管理评价指标体系能在服务能力提升、学科建设发展以及精细化管理等方面提供有效的评价方法与改进手段,提升精细化管理水平。Objective:To explore the establishment of an evaluation index system of medical equipment clinical use management,and to improve the level of refined management of medical equipment in hospitals.Methods:The status quo of medical equipment use and management at home and abroad was investigated,the existing problems in the use and management of medical equipment were sorted out.In combination with the Measures for the Administration of the Clinical Use of Medical Devices newly promulgated for implementation,an indicator system was established by using the analytic hierarchy process,the weights of indicators was set by using the expert survey method,and the weights of each indicator was calculated by using the network analytic hierarchy process software(YAANP software).The evaluation index system was used to evaluate and analyze the use and management of CT and color doppler ultrasound in hospital A and hospital B to find out the main problems and propose improvement measures.Results:The evaluation index system of medical equipment clinical use management was composed of 4 first-level indicators and 12 second-level indicators,which can guide the reasonable allocation and use of medical equipment by corresponding departments.After the improvements,the average completion time of CT examination,obstetrical color Doppler ultrasound examination and gynecological color doppler ultrasound examination in Hospital A was shortened by about 4 minutes,10 minutes and 6 minutes respectively;the average examination completion time of CT examination and color Doppler ultrasound examination in Hospital B was shortened by about 27 minutes and 18 minutes respectively.Conclusion:The evaluation index system for clinical use management of medical equipment can provide effective evaluation methods and improvement methods in terms of service capacity improvement,discipline construction and development,and refined management,and improve the level of refined management.
