全面深化改革前后被征地家庭的生计演进及启示

摘　　要：征地关乎家庭生计,成为社会研究热点和难题。通过梳理征地文献新进展并回顾政策新趋势,认为在全面深化改革背景下,相关文献越来越注重失地农民的福利分析,近期政策越来越强调他们短期和长期生计的可持续性。利用中国家庭金融调查四轮微观数据,以未被征地家庭和被拆迁家庭为基准,对照分析被征地家庭的消费、收入、资产及幸福感的演进特征。结果发现,十八届三中全会以来,被征地家庭总体实现了“生活水平不降低、长远生计有保障”,幸福感得到提升。同时注意到,他们发展性消费、金融资产和财产性收入三者比重均低于被拆迁家庭,前两者比重甚至低于未被征地家庭。由此,提升被征地家庭的财经素养是当前破解征地难题的一个关键抓手。Land acquisition can impact the livelihood for households,and thus becomes great concerns for society.Based on the recent literature of land acquisition and relevant policy,this paper analyses,in the context of comprehensive deepening reform,the literature pays more attention to welfare analysis of land-lost farmers,and the policy increasingly supports the sustainability of livelihoods in both short and long term.Employing the 4 rounds of datasets from China Household of Finance Survey,this paper analyzes national trends of consumption,income,assets,and happiness for land-lost farmers compared with those for both non-land-lost households and demolished and relocated households.It turns out that,the situation nowadays of farmers whose land has been expropriated is consistent with the policy of"farmers living standard should not be lowed and their long-turn livelihood should be guaranteed"since the Third Plenary Session of the 18th Central Committee of the CPC,to increase their happiness.In addition,this paper takes note of the low ratios for development consumption,financial asset,and financial income compared with demolished and relocated households,and even low status of the former two compared with non-land-lost households.That means,it is currently imperative to enhance financial literacy for land-lost farmers in order to solve land acquisition issue.
