农村应急管理现状及其信息技术应用对策研究——以湖北省为例

摘　　要：农村应急管理是国家应急管理体系的重要组成部分,国家对推进基层应急管理体系和应急管理能力现代化、信息化提出新的要求。对应急管理中的信息应用基础开展相应的理论研究,并在开展应急管理能力评估指标体系、评估模型构建研究的基础上,对湖北省农村应急管理能力开展综合评价。分析得出湖北省农村应急管理中存在信息统筹机制不健全、信息化设施条件不完善、信息资源供给水平有待提高等问题,在此基础上提出运用信息化手段优化应急管理统筹机制、强化应急管理硬件条件及保障体系建设、推进应急管理知识普及与信息资源建设等对策建议。Rural emergency management is an important part of the national emergency management system.The state has put forward new requirements for promoting the modernization and informatization of the basic level emergency management system and its ability.This study carried out the corresponding theoretical research on the information application basis of emergency management,and carried out a comprehensive evaluation on the rural emergency management ability in Hubei province on the basis of the research on the evaluation index system,as well as the evaluation model construction of emergency management ability.The analysis showed that there were some problems in rural emergency management in Hubei province,such as imperfect information overall planning mechanism,imperfect information facilities and conditions,and the supply level of information resources needs to be improved.On this basis,some suggestions were proposed,which included using information means to optimize the overall planning mechanism of emergency management,strengthening the hardware conditions and guarantee system construction of emergency management and promoting the popularization of emergency management knowledge and the construction of information resources.
