摘 要:考虑生产过程中的非期望产出,采用Super-SBM模型、Malmquist指数,基于投入产出视角测算2009—2018年江苏省13个城市的生态效率,并利用Tobit模型探究其时空差异的影响因素。结果表明,2009—2018年江苏省13市生态效率总体水平呈下降趋势;规模效率与综合技术效率是推动生态效率增长的动力,技术进步变化制约了生态效率的增长,而政府对科学技术的支持会对生态效率的提高产生显著影响。因此需要促进科研成果向实际生产力的高效转化,吸引创新型人才,为区域的发展注入新的活力。Considering the unexpected output in the production process,using Super-SBM model and Malmquist index,the ecological efficiency of 13 prefecture-level cities in Jiangsu province from 2009 to 2018 was measured from the perspective of input-output,and Tobit model was used to explore the influencing factors of their temporal and spatial differences.The results show that the overall level of ecological efficiency of 13 cities in Jiangsu province shows a downward trend from 2009 to 2018;Scale efficiency and comprehensive technical efficiency are the driving forces to promote the growth of ecological efficiency,while technological progress restricts the growth of ecological efficiency,while government support for science and technology will have a significant impact on the improvement of ecological efficiency.Therefore,it is necessary to promote the efficient transformation of scientific research achievements into actual productivity,attract innovative talents and inject new vitality into regional development.
