摘 要:核燃料设施构筑物核安全标准包括厂址安全要求和设计建造安全要求,目的是确保构筑物在寿期内避免放射性污染的发生。美国燃料循环设施构筑物的选址和设计具有完备的安全标准体系,其核心内容是以风险分级办法确定结构安全分级;国际原子能组织颁布的《除核电厂之外的其他核设施设计中对外部事件(以地震为主)的考虑》(TECDOC-1347)给出了该类构筑物的安全分级原则;我国在实践过程中积累了一定的实践经验,但尚未形成标准体系。建议以风险分级办法确定结构安全分级,通过结构分级原则确定厂址选择要求,再根据厂址条件和结构分级的性能要求确定设计方案。Nuclear safety standards for structures of nuclear fuel cycle facilities include site safety requirements and design safety requirements to ensure that the structures avoid accidents of radioactive contamination happening during their lifetime.The standard system of safety requirements and design safety requirements of fuel cycle facilities in the United States is complete,and the core content of which is to evaluate the structure safety categorization by risk classification method.Technology file《Effects of external events(mainly earthquakes)for nuclear facilities except NPPs》(TECDOC-1347),issued by The International Atomic Energy Agency(IAEA),gives the safety classification principles for such structures.China has accumulated some practical experience in the course of practice,but it is not formed a standard system yet.Here,some suggestions are provided:The method of nuclear risk classification should be used to determine the structures safety categorization,and the site safety requirements should be determined by the criteria of structure categorization,and then the design requirements should be determined according to the site conditions and the performance requirements of structures categorization.
