摘　　要：全球新冠肺炎疫情大流行影响深远,国际形势复杂严峻,霸权主义、强权政治、单边主义和保护主义抬头,外部环境不确定性、不稳定性凸显,我国不得不对经济发展模式进行战略转型,由出口导向型转向内需主导型。以国内大循环为主体,国内国际双循环相互促进的新发展格局已经成为我国应对风险挑战的战略基石。"双循环"具有重大的战略意义,其实现路径为:立足国内并畅通国内循环;坚持对外开放,积极参与国际循环;以消费升级拉动经济持续增长;以投资优化驱动经济协调增长;以深化供给侧结构性改革推动产业转型升级;以创新和改革赋能经济高质量发展。Under the background of the global COVID-19 pandemic, the international situation is complex and severe. To deal with the rise of hegemonism, power politics, unilateralism and protectionism, and the prominent uncertainty and instability of the external environment, it has become the strategic cornerstone of China ’ s response to risk challenges to set the domestic great cycle as the main body, the new development pattern of mutual promotion between domestic and international cycles. Facing with such a complicated environment, China has to make a strategic transformation of the economic development model, from export-oriented to domestic-demand-oriented. This paper discusses the strategic significance of "double cycle", expounds the mechanism of "double cycle" and domestic-demand-oriented development strategy, and analyzes the realization path of the new development strategy as follows: first, to base on the domestic cycle and smooth the domestic cycle;second, to persist in opening up to the outside world and actively participate in the international cycle;third, to promote sustained economic growth by consumption upgrading;fourth, to drive coordinated economic growth by investment optimization;fifth, to promote industrial transformation and upgrading by deepening supply-side structural reform;sixth, to enable high-quality economic development through innovation and reform.
