发展免税经济助力大湾区国际消费枢纽建设的路径探讨

摘　　要：免税经济是引导消费回流、推动内外贸一体化、打造大湾区国际消费枢纽的重要载体和抓手。广东作为全国改革开放的前沿阵地,免税业起步早但相关业态发展相对滞后,与大湾区充满活力的世界级城市群定位要求不相符。通过纵向及横向比较研究方法,系统梳理了改革开放40多年来全国免税业由严管走向适度竞争的格局,比较了京沪琼粤等主要省市的免税业竞争态势,在比较中发现大湾区免税经济发展存在的问题,提出了有创新性但具操作性的政策建议。Tax-free economy is an important carrier and starting point for guiding consumption return, promoting the integration of domestic & foreign trade and building an international consumption hub in Dawan district. As the forefront of China’s reform and opening up,Guangdong started tax-free economy early, but its development lags behind, which is inconsistent with the positioning requirements of the dynamic world-class urban agglomeration in the Greater Bay Area. Through vertical and horizontal comparative research methods, this paper systematically combs the pattern of national tax-free economy from strict management to moderate competition in the past 40 years of reform and opening up, compares the competition situation of tax-free economy in major provinces and cities such as Beijing, Shanghai, Hainan and Guangdong, and finds out a series of problems existing in the development of tax-free economy in the Greater Bay Area. This paper puts forward innovative but operational policy suggestions for the development of tax-free economy to boost the construction of international consumption hub in the Greater Bay Area. At present, there are few articles on tax-free economy in China, especially from vertical and horizontal multi-dimensional comparison with systematic analysis.
