摘 要:研究目的:基于收益分配的偏好变化、资源配置的相对价格变化和路径依赖的影响,解释房地产用地的供给制度从单一化向多元化变迁的逻辑,探讨房地产用地供给多元化的制度建构方向。研究方法:理论分析法、归纳与演绎法。研究结果:(1)房地产用地供给的制度变迁是制度安排与收益分配的偏好和资源配置的相对价格相匹配的动态过程;(2)受到路径依赖的影响,房地产用地供给的新制度在收益分配和资源配置方面部分延续了传统制度的内核;(3)建构房地产用地供给多元化的新制度关键在于明晰治理目标,实现供给主体、供给渠道和供给方式的多元化。研究结论:房地产用地供给多元化的制度不仅能兼顾国家、集体和个人利益,促进共享发展,还有利于土地与房地产市场的平稳健康发展以及民生保障和改善,推动节约集约用地和绿色城镇化。The purposes of this study are to elaborate the institutional evolution of urban residential land supply from singularity to diversity and to draw the implications for constructing a diversified institution of urban residential land supply,based on the preference change of revenue distribution,relative price change of resource allocation and the impact of path dependence.The methods of theoretical analysis as well as induction and deduction are used in this study.The research results show that:1)the institutional evolution of urban residential land supply exhibits a dynamic alignment between the institutional arrangements and the preferences of revenue distribution and the relative prices of resource allocation;2)affected by the path dependence,the new institution of urban residential land supply partially inherits the cores of revenue distribution and resource allocation from the traditional one;3)the keys to construct a diversified institution of urban residential land supply include clarifying the governance goals as well as diversifying the suppliers,channels and methods.In conclusion,a diversified institution of urban residential land supply can well consider the interests of the state,the collectives and the individuals to facilitate the development for the benefit of all;moreover,it can contribute to the sustainable development of land and real estate markets,guarantee and improve the people’s livelihood,and promote the intensive land use and green urbanization.
