摘　　要：研究目的:检验征地补偿标准刚性调整机制对征地规模的影响,论证其诱发地方政府突击征地的机理。研究方法:基于2004—2017年的省级面板数据,采用固定效应模型估计并进行异质性分析。研究结果:(1)刚性调整机制导致地方政府在征地补偿标准调整前大规模征收土地,从而维持自身土地财政和土地金融体系的运行;(2)为防范风险的演化和失控,中央政府会默许、甚至支持地方政府的突击征地;(3)作为被征收土地的主要构成,农用地亦是地方政府进行突击征地的主要载体;(4)西部的地方政府具有更强烈的突击征地动机,中部次之,东部最弱。研究结论:征地补偿标准刚性调整机制诱发地方政府的突击征地行为,变相损害农民权益,应当成为进一步深化征地制度改革的重要对象。The purposes of this paper are to investigate the effect of the rigid adjustment mechanism of land expropriation compensation standard on land expropriation scale and to demonstrate the logic of local governments’explosive land expropriation.The research method of econometric analysis with panel data is employed.The results show that the rigid adjustment mechanism of land expropriation compensation standard motivates the local government to expropriate large-scale land before the adjustment,thereby maintaining the operation of land finance and land financial system.In order to prevent and control the risks,the central government defaults and even supports the local governments’explosive land expropriation.As the main component of expropriated land,agricultural land is also the main carrier for the local government to conduct explosive land expropriation.The local government in the western region has the strongest motivation for explosive land expropriation.In conclusion,the rigid adjustment mechanism of land expropriation compensation standard stimulates the local governments’explosive land expropriation,which hampers the rights of landloss farmers,and should become an important target for the further reform of land expropriation.
