摘　　要：科技项目是配置科技资源的重要方式和手段,但由于科技项目管理不到位,导致科技资源难以得到有效配置。重点列举了科技计划项目管理在评审管理、过程管理及各管理体系之间存在的问题,指出科技报告在优化科技评审管理、加强全程监督及打破管理体系之间信息壁垒方面能够发挥积极作用,是全面系统加强科技计划项目管理的有效抓手。Science and technology projects are an important way and means to allocate science and technology resources.However,due to the inadequate management of science and technology projects,it is difficult to effectively allocate science and technology resources. The paper focuses on the problems existing in the review management,process management and various management systems of the science and technology plan projects,and points out that the science and technology report can play a positive role in optimizing the science and technology review management,strengthening the supervision throughout the process and breaking the information barriers between management systems, which is an effective tool for comprehensively and systematically strengthening the management of science and technology plan projects.
