辽宁营商环境的特殊法律程序建设探析

摘　　要：在特殊程序的确立上,很多疑虑来自于学者对特殊程序理论上的误解。实际上,矫正程序理论、程序指引理论、专项救济理论等都为特殊程序提供了有力支撑。在此基础上,应结合辽宁的特殊环境,确立一对一经营者特殊申办程序、定期走访程序、设立完全检测程序、人事专员程序等,从程序体系上保障营商环境的不断优化,并形成具有辽宁特色的程序法律规范。In the establishment of special procedures,many doubts come from scholars’misunderstandings on the theory of special procedures.In fact,corrective procedure theory,procedure guidance theory,special relief theory and other theories provide strong support for special procedures.On this basis,it should be combined with the special environment of Liaoning to establish special application procedures for one-to-one operators,regular visit procedures,establishment of complete inspection procedures,personnel specialist procedures,etc.,to ensure the continuous optimization of the business environment from the procedural system,and form procedural laws and regulations with Liaoning characteristics.
