海南自贸港打造国际医疗旅游目的地的路径——以迪拜健康城为借鉴

摘　　要：建立国际旅游消费中心是海南自由贸易港“三区一中心”重要战略定位之一,而打造国际医疗旅游目的地则是建设国际旅游消费中心的重要内容。作为世界上第一个在自由贸易港建设的健康园区,迪拜健康城由零基础到快速发展成辐射22亿人口的国际医疗旅游目的地,其发展历程值得海南自由贸易港借鉴。海南需结合海南自由贸易港政策和本地要素资源特点,以问题为导向,借鉴迪拜健康城发展模式,以PDCA戴明环为原型,通过明晰定位、精准施策,打造核心产业、形成集群,建立指标、定期评估,完善服务、打造体系等“四步法”建设国际医疗旅游目的地。Establishing the international tourism and consumption destination is one of the important strategic orientations on“Three Pilot Zones and one Destination”in Hainan free trade port,and building up international medical tourism zone is an important part of it.Medical and healthcare industry plays an important role in the development of Hainan’s modern service industry.Dubai Health City,as the world’s first health park built in a free trade port,has rapidly developed from zero to an international medical tourism destination benefiting 2.2 billion people,which development process is worthy for Hainan free trade port for reference.Based on the contradictions and problems faced by Hainan FTP,creatively puts forward the“four steps”development strategy of constructing the international medical tourism destination by summarizing the concept of medical tourism and relevant literature on the construction of medical tourism destination,and deeply researching the development process of Dubai Health City.
