论室外持械劫持人质类事件中人质营救行动的实施

摘　　要：室外持械劫持人质事件具有一定的社会影响性、处置困难性,但相较于使用武器、爆炸物等方式劫持人质的事件,室外持械劫持人质类事件对人质威胁较小,对社会危害性较低,故应尽可能妥善处置并将损失降到最低。对室外持械劫持人质类事件中人质营救的常规实施方法加以研究,能够为公安机关妥善解决此类事件提供思路,做到最大程度减少损失,有效处置。Outdoor armed hostage-taking incidents have a certain social impact and difficulty in handling,but compared to the use of weapons,explosives and other methods to take hostages,outdoor armed hostagetaking incidents pose less threat to hostages.The harm to society is low,so it should be handled as properly as possible and the loss should be minimized.Studying the conventional implementation methods of hostage rescue in outdoor armed hostage-taking incidents can provide public security organs with ideas for properly solving such incidents,minimizing losses,and effectively handling them.
