摘　　要：在各地方政府竞相推动数字化转型的背景下,将政府治理绩效进行三维刻画,利用2009-2018年284个地级市的面板数据,构建核匹配的多期DID与DDD模型,并融合使用实证与案例分析法,探讨治理环境约束下政府数字化转型对治理绩效的影响机制及效应。结果显示:①政府数字化转型能通过提升行政、服务与监管绩效增强治理绩效,且这一作用存在可持续性。②政府数字化转型的治理绩效提升作用存在"东强西弱"的不均衡区位特征。③治理环境优化未必能增强数字化转型的治理绩效提升效应,但能改变治理绩效提升的区域不均衡状态:总体而言,技术条件改善有正向调节作用,但政策扶持的调节作用不确定;分区域看,技术条件改善能通过增强发达地区政府行政与监管绩效,深化数字化转型的积极作用,但却因造成技术学习成本,抑制西部政府行政绩效提升,致使数字化转型的积极作用不升反降,而通过政策扶持可扭转这一反向作用,激发西部数字化转型的积极效应。In the context of local governments is competing to promote digital transformation,in order to deepen the understanding on digital transformation of government,and construct a suitable strategy to promote the digital transformation.Based on the three-dimensional division of government governance performance into administration,service and supervision,this paper constructed the KPSM-DID and KPSM-DDD molds by the panel data of 284 prefecture-level cities from 2009 to 2017,to discuss the governance performance impact mechanism and effect of government digital transformation under the constraint of governance environment.It concluded as follow:①Digital transformation can improve the overall performance of government governance combine on improving the government’s administrative,service and regulatory performance.②There is unbalanced location characteristics such as “effects in the East,no effects in the central and west” on governance performance of government digital transformation.③ It may not enhance the improvement effect of governance performance of digital transformation by governance environment optimization,but it can change the regional imbalance of governance performance improvement.Overall,the improvement of technical conditions has a positive regulatory effect,but the regulatory effect of policy support is uncertain.From a regional perspective,it can improve the performance of government administrative and regulatory by improving technical conditions in the eastern region,then improve the governance performance of digital transformation,and it can improve the governance performance of the government by stimulating the effect of improving administrative performance in central region,but because it causes technical learning costs and inhibits the improvement of government administrative performance,the effect of government digital transformation on governance performance does not increase but decreases.But the Policy support can reverse this reverse effect,and relying on policy support can reve
