综合档案馆“旋转门”机制的构建

摘　　要：档案机构改革后,档案事业进入转型和高质量发展时期,对人才支撑提出更高要求。综合档案馆作为档案事业发展的主体,探究其人才保障问题既是档案馆发展的前提,又是档案事业发展的关键。本文基于本次机构改革后档案人才队伍的新变化,分析将智库领域的“旋转门”机制引入综合档案馆的必要性及可行性。本文认为,综合档案馆“旋转门”机制的构建路径应从旋转主体、旋转空间、旋转渠道和旋转保障四个方面开展。After the reform of archives institutions,the archives undertaking has entered a period of transformation and high-quality development,which puts forward higher requirements for talent support.As the main body of the development of archives,exploring the talent guarantee of comprehensive archives is not only the premise of the development of archives,but also the key to the development of archives industry.Based on the new changes of archival talents after the institutional reform,this paper analyzes the necessity and feasibility of introducing the"revolving door"mechanism in the field of think tanks into the comprehensive archives.The specific path of constructing the"revolving door"mechanism of comprehensive archives should be carried out from four aspects:revolving subject,revolving space,revolving channel and revolving guarantee.
