关于档案工作责任制建设的思考--基于新修订《档案法》的视角

摘　　要：新修订《档案法》首次从国家法律层面明确规定档案形成单位应建立并实行档案工作责任制。本文认为,基于我国档案工作现状,推进档案工作责任制建设存在多方面的必要性。科学的档案工作责任制应符合法规遵从、主体清晰、权责统一、考评严格、灵活高效等要求,具体包括档案工作责任主体与职责、档案工作监督检查、档案工作责任追究等内容。以新修订《档案法》为根本依据,提出强化组织领导、丰富制度供给、加强过程控制、注重教育培训、深化技术运用等推进档案工作责任制建设的具体路径。The new revised archives law clearly stipulates for the first time that the units forming archives should establish and use the responsibility system of archival work from the perspective of national law.Focusing on the current situation of archival work in China,it is necessary to promote the construction of responsibility system of archival work in many aspects.A scientific responsibility system of archival work should meet the requirements of compliance with laws and regulations,clear subjects,unified rights and responsibilities,strict evaluation,flexibility and efficiency,and specifically includes the subjects and responsibilities of archival work,supervision and inspection of archival work,accountability of archival work,etc.Based on the new revised archives law,this paper puts forward some specific ways to promote the construction of responsibility system of archival work,such as strengthening the organizational leadership,enriching the supply of systems,enhancing the control of process,paying attention to education and training,and deepening the application of technologies.
