摘  要:“安全第一、预防为主、综合治理”是开展安全生产管理工作总的指导方针,是长期实践的经验总结。纵观石化企业的长期发展过程,过程安全事故始终是安全事故的“重灾区”,这就凸显了过程安全管理的必要性与重要价值。安全管理过程实际工作中“亡羊补牢”的安全隐患补救策略与持续改进,能有效减少安全事故的发生、减少人员伤亡和财产损失。针对某石化企业炼化项目总图布局不合理导致空分系统新风吸入总烃含量超标的现状,以问题为导向探究和共享在消缺安全隐患过程中采取的补救策略,为相关企业类同工艺相似问题提供参考。“Safety first,prevention first,comprehensive treatment”is the general guidelines for the development of safety production management,is a summary of long-term practice experience.Throughout the development of petrochemical enterprises,process safety accidents have always been the“disaster area”of safety accidents,which highlights the necessity and important value of process safety management.In the actual work of the safety management process,the“never too late”safety risk remedy strategy and continuous improvement can effectively reduce the occurrence of safety accidents,casualties and property losses.Aiming at the current situation that the total hydrocarbon content in fresh air inhaled by air separation system exceeded the standard due to unreasonable general layout of refining project in a petrochemical enterprise,the remedial strategies adopted in eliminating potential safety hazards were explored and shared based on the problem orientation,so as to provide reference for similar problems of similar processes in related enterprises.
