非经营性政府投资代建项目管理控制的关键点分析

摘　　要：非经营性政府投资代建项目通常是指政府在对社会公益服务、公共基础设施等各类不以营利为目的的工程项目进行建设时,通过直接招标或授权机构招标的方式,将工程建设及投资控制等各项管理工作全部委托给专业项目管理单位负责,目前已经成为了我国政府投资项目建设的主要发展趋势之一。本文对政府投资项目代建模式的优势进行了分析,同时从项目管理的角度出发,对非经营性政府投资代建项目实施阶段的各项管控要点展开相关探讨,希望能够为政府建设项目管理的优化提供一定参考。Non-profit government-invested agent construction projects usually refer to the construction of non-profit-oriented projects such as social public welfare services,public infrastructure,and etc.,by way of direct bidding or bidding by authorized institutions.At present all the management of engineering construction and investment control shall be entrusted to a professional project management agency,which has become one of the main development trends of government investment project construction in China.This paper analyzes the advantages of the agent construction mode of government-invested projects,and from the point of view of project management,probes into the key points of management and control in the implementation phase of non-profit government-invested agent construction projects,which could provide reference for the management optimization of government-invested construction projects.
