摘 要:三峡库区的生态环境治理问题一直是社会各界关注的焦点问题。近年来,环境污染问题层出不穷,社会各界都在为如何实现绿色健康发展而努力。从三峡库区生态环境治理角度出发,考虑信息不对称和有限理性情况,构建企业、公众和政府监管三方演化博弈模型,分析不同利益主体之间策略选择的影响机制以及在不同因素变化下的策略选择趋势,同时利用系统动力学模型进行仿真分析。结果表明:各利益主体行为者对于生态环境保护治理的主动性和检测监督成本是影响三方利益主体行为策略的重要因素。因此,要加强政企合作,政府主导;实现多形式监督,确保群众反馈渠道通畅;完善补偿机制,加大补偿力度;建立企业排污信息网,对排污企业实现动态监管的建议。The ecological environment management of the Three Gorges reservoir area has always been one of the focuses of social attention.In recent years,environmental pollution problems emerge in endlessly,all sectors of society are working hard for developing green and healthy.From the perspective of ecological environment governance in the Three Gorges reservoir area,considering the information asymmetry and limited rationality,this paper constructs an evolutionary game model among enterprises,the public and the government,analyzes the influence mechanism potential of strategic choice among different stakeholders and the trend of strategic choice under the change of different factors,and makes simulation analysis by using the system dynamics model.The results show that the initiative of various stakeholders in the governance of ecological environmental protection and the cost of inspection and supervision are important factors that affect the behavioral strategies of the three stakeholders.Therefore,it is proposed to strengthen government-enterprise cooperation with government as its leading party;implement multiple forms of supervision to ensure smooth feedback channels for the masses;improve the compensation mechanism and increase compensation;establish a corporate pollution information network to implement dynamic monitoring recommendations for polluting enterprises.
