农村政策传递过程中的技术选择及乡土契合性初论

摘　　要：将数字化技术运用于中国当下乡村技术治理和政策传递,我们会发现,任何意义上的技术嵌入都不仅是单一的技术问题,而是具有社会性和文化性,是在与乡土社会复杂的互动中完成的。其中,传播技术与乡土社会是否具有“嵌合性”?是否获得了乡土社会文化的支持?则成为至关重要的影响因素。在数字化技术深度嵌入城乡基层社会治理的实践中,出现了以浙西“村情通”为代表的数字技术“下乡”治理实践和以华北白村高音喇叭复苏为代表的“新旧复合型”模式,均具有代表性价值。将其创新实践置于技术治理进程中乡土契合性的框架中进行反思,我们看到,在乡村政策传递和社会治理展开的过程中,新媒体技术在展现出先进性的同时,也表现出一定程度上的不适应性,而乡村传统的传播媒介高音喇叭在经过技术迭代后,仍展现出较强的生命力。由此,现阶段乡村的社会治理呈现出一种“新旧共生”的状态,在数字治理业已成为一种趋势的背景下,此种模式实际上是一种过渡形态,表现出乡村基层政策传递和治理过程的复杂性样态。Through applying digital technology to the current rural technology governance and the policy transmission in China,we find that technology embedding in any sense is not only a single technical but also a social and cultural issue,which is completed in its complex interaction with the local society.Whether there is"chimerism"between communication technology and local society and whether it is supported by the local society and culture become crucial influencing factors.The representative examples in the practice of digital technology deeply embedded in urban and rural grass-roots social governance are the governance practice of digital technology going to the countryside represented by the"village communication"in West Zhejiang Province and the"new and old composite"model represented by the recovery of loudspeakers in Bai Village in North China.Putting the innovative practice in the framework of rural compatibility in the process of technological governance,we can see in the process of rural policy transmission and social governance,new media technology has demonstrated its advanced nature while also showing a certain degree of advancement.However,the traditional loudspeakers in the countryside still show strong vitality after technical iterations.As a result,the current rural social governance presents a state of"symbiosis between the old and the new".Under the background of digital governance trend,this model is actually a transitional form showing the complexity of in the process of rural grassroots policy transmission and the governance.
