高校人事代理制度对双轨制教师制度的启示

摘　　要：高校人事代理制度作为我国公办校编外教师管理制度中发展较为完善与稳定的一种人事改革制度,其发展经验对于中小学公办校中同样为编外教师制度的双轨制教师制度的优化提供了借鉴。基于此,在根据现有研究成果对高校人事代理制度的特点归纳整理之后,将高校人事代理制度与现行的双轨制教师制度进行比较,发掘双轨制发展中存在的不足,从中得到双轨制的优化启示。As a stable unofficial teacher system in public schools,the development experience of personnel agency system in college provides a reference value for the optimization of dual-track teacher system in public primary and secondary schools.Based on this,summarizing and sorting out the characteristics of the personnel agency system in colleges according to the existing research results.Then comparing the system with the dual-track teacher system.At last exploring the deficiencies in the development of the dual-track system,and obtaining the inspiration for the optimization of the dual-track system.
