摘 要:利用TOPSIS法测算发现,中部地区公办本科高校自然科学科研产出水平整体较低,彼此间存在一定差距。运用Sys-GMM法实证发现,自然科学研究与发展人员和科技经费当年拨入额对科研产出的贡献整体不高,前者贡献低于后者。就科研投入要素的整体贡献而言,湖北省情况最好,其他依次是湖南省、安徽省、河南省、江西省和山西省;理工类公办本科高校情况最好,其他依次是医学类、农林类、综合类、师范类、财经类和其他类公办本科高校;“双一流”高校情况最好,非“双一流”普通一本高校情况次之,非“双一流”普通二本高校表现不佳。Using TOPSIS method,the results show that the overall level of natural science research output of public undergraduate universities is low in the central China,and there is a certain gap between them.Then,using Sys-GMM method,the results show that the contribution of natural science research and development personnel and scientific and technological funds to scientific research output is not high as a whole,and the contribution of the former is lower than that of the latter.As far as the overall contribution of scientific research investment is concerned,the situation of Hubei Province is the best,the others are Hunan,Anhui,Henan,Jiangxi and Shanxi Province in turn;the situation of public undergraduate universities of science and technology is the best,the others are public undergraduate universities of medicine,agriculture and forestry,comprehensive,normal,finance and economics,and other public undergraduate universities in turn;the situation of double first-class universities is the best,while the situation of non-double first-class ordinary first level universities is the second,the performance of non-double first-class ordinary secondary level colleges is not good.
