新中国成立以来我国对外教育援助政策的建构逻辑与优化路径

摘　　要：新中国成立以来,我国的对外教育援助政策历经初步探索阶段、快速发展阶段和改进创新阶段等三个时期。纵观整个历史演进过程,援助政策的建构逻辑主要体现在:将平等尊重的价值观作为政策制定的价值取向,政府、高校和企业的三方协同构成政策实施的主体力量,国家综合实力的持续提升成为政策实施的过程保障,国家整体战略发展的需要是推动政策演进的内在动力。进一步指出未来我国对外教育援助政策的优化路径,即以加强政策顶层设计引领对外教育援助实践、以健全监督评价体系提升对外教育援助效果和以鼓励多元主体参与扩大对外教育援助力量。Since the founding of the People’s Republic of China,China’s foreign education aid policy has gone through three periods of exploration,development and innovation.Throughout the whole historical evolution process,the construction of aid policy logic is mainly reflected in the values of equal respect as policy value orientation,the main force composed of the government,universities and enterprises,the policy implementation depending on the national comprehensive strength,the internal power driven by the need of national overall strategic development.Further,the path is proposed for China to optimize foreign education aid policy in the future,that is,to strengthen the top-level policy design to lead the practice of foreign education aid,to improve the effect of foreign education aid to improve the supervision and evaluation system,and to encourage multiple subjects to participate in expanding the foreign education aid force.
