乡村产业振兴背景下社会企业参与扶贫创新路径研究——以善品公社为例

摘　　要：中共中央的"十四五"规划中明确指出我国在脱贫攻坚战胜利以后,要全面推进乡村振兴战略的实现。其中,乡村产业振兴作为乡村振兴战略实现的关键。近些年来,面对社会企业扶贫中存在的多重挑战和乡村产业振兴战略背景的呼应,善品公社构建了以"生产端—消费端—扶贫结果端"的自上而下的扶贫创新路径,分别通过"产业扶贫—消费扶贫—制度扶贫"等多维扶贫帮助了多地贫困农户扶贫的实现,并在每个过程中取得了一系列制度创新成果,并对在乡村产业振兴背景下社会企业扶贫模式创新具有重要的借鉴价值。本文最后根据善品公社的扶贫经验与成果,针对其他社会企业和相关的政府部门分别提出了扶贫模式创新建议和政策启示。The 14th Five-Year Plan of the CENTRAL Committee of the Communist Party of China(CPC) clearly has pointed out that China should comprehensively promote the realization of the rural revitalization strategy after the victory in the battle against poverty. Among them, rural industrial revitalization is the key to the realization of rural revitalization strategy. In recent years, faced with multiple challenges that exist in the social enterprise of poverty alleviation and rural industrial revitalization strategy background echo, Shanpin commune built in"production side-consumption-results for poverty alleviation and"top-down innovation path for poverty alleviation, respectively by"industry-consumption-system for poverty alleviation poverty alleviation"and so on multi-dimensional help more poor peasant households implementation for poverty alleviation, And in each process has achieved a series of system innovation results, and in the background of rural industry revitalization social enterprises poverty alleviation model innovation has important reference value. Finally, based on the experience and achievements of Shanpin Commune, the paper puts forward suggestions and policy enlightenments for other social enterprises and related government departments.
