电力供需新形势下地区季节性尖峰电价机制研究

摘　　要：伴随“碳达峰、碳中和”目标的提出,当前及今后一段时间内电力供需趋于紧张,尖峰缺电或成为新常态,保障电力安全经济运行将面临更大挑战,对进一步完善分时电价、尖峰电价机制,以价格信号合理引导用户调整负荷、错峰用电提出了迫切要求。文章针对当前电力供需新形势所带来的挑战,研究地区季节性尖峰电价机制,从平抑短时高峰负荷的实际需求出发,科学确定尖峰电价实施时段以及价格水平,并以某地区电网为例进行算例分析,合理确定该地区季节性尖峰电价机制。With the proposal of the goal of"Carbon Peaking and Carbon Neutralization",power supply and demand tends to be tight at present and in the future.Power shortage at peak time may become normality,which poses greater challenges to the safe and economic operation of power and urgent requirement for further improving the time-of-use price and peak price mechanism,and reasonably guiding users to adjust load and stagger peak power consumption with price signals.In view of the challenges brought by the new situation,this paper studies the regional seasonal peak price mechanism,scientifically determines the implementation period and price level of peak price from the actual demand of stabilizing short-term peak load,and illustrates the mechanism by taking a regional power grid as an example.
