摘　　要：实行“揭榜挂帅”制度是新时期深化科技计划管理改革、激发创新动力的重要举措。本文重点对国外实施科技悬赏的情况进行分析,从内容、主体、影响、流程等方面总结科技悬赏制的执行特征和成功经验,并对我国实施“揭榜挂帅”制度提出相关建议。It is an important measure to deepen the reform the science and technology project management and stimulate the innovation power in the new era to implement the“unveiling and commanding”.This paper analyzes the implementation characteristics and successful experience of the inducement price system from the aspects of content,subject,influence and process,and the purpose is to put forward corresponding reference suggestions for the implementation of the“unveiling and commanding”system.
