摘　　要：印度以成功运行议会民主政治制度为傲,可在新冠肺炎疫情暴发背景下却出现了因政府处置能力低下而使新增病例和死亡数据屡次刷新世界纪录的惨状,这引发了人们对印度民主政治制度及其政府治理效能的拷问。印度共和国成立后,在承继英式议会民主制遗产和其传统政治文化精髓的基础上构建了印度式民主政治制度并实现了长期平稳运行,具有一定的适应性和典型性;但是存在体制不健全、人民权利保障不到位、行政低效和官员腐败等弊端,在重大事件处置中常受掣肘,其制度效能和民众满意度堪忧。India prides itself on successfully operating a parliamentary democratic political system.However,against the background of the outbreak of Covid-19,there appears to be miserable condition that new cases and deaths have repeatedly set world records due to the poor handling capability of government,which has triggered people s doubts about India s democratic political system and its governance effectiveness.After the establishment of the Republic of India,on the basis of inheriting the legacy of British parliamentary democracy and the essence of traditional political culture,Indian style democratic political system had been constructed and achieved long-term smooth operation,which has a certain adaptability and typicality.However,the disadvantages of India s democratic political system and governance such as unsound system,the lack of the protection for people s right,low administrative efficiency and gradually noticed official corruption by people,dispelled public satisfaction.Exploring the governance issues of the Indian government in the context of the outbreak of Covid-19 is helpful for people to correctly understand and evaluate the Indian style democratic political system and the governance efficiency of its government.
