摘　　要：目的通过对辽宁省中医医疗机构展开医疗质量基本情况调查分析,提出改善中医医院医疗质量管理的建议。方法采用定点监测机构数据抽样方法,对辽宁省设置住院床位的39家中医医疗机构进行问卷调查,结合描述统计、数据对比和文献研究对基线调查结果进行分析。结果辽宁省中医医疗机构人力资源配置不均,基层机构缺乏高级人才,医疗服务能力有待提高,医疗质量与安全管理水平有待提升。结论辽宁省应优化中医医疗机构机构人力资源配置,提升疑难重症救治及手术技术等关键医疗服务能力,强化医疗质量安全管理意识,应规范医院管理培训教育,完善现代医院管理制度建设,提高健康服务水平。Objective Based on the baseline survey of the medical quality management of the TCM hospitals in Liaoning Province,the present situation and problems were analyzed,and the suggestions for improving the medical quality management of TCM hospitals were put forward.Methods A questionnaire survey was conducted in 39 TCM hospitals with inpatient department in Liaoning Province by monitoring sampling data.The baseline survey results were analyzed by data description,comparation and literature research.Results The medical service ability needed to be improved,and the medical quality and safety management level needed to be improved.Conclusion It is suggested to optimize the allocation of human resources in medical institutions,improve the medical service capacity of difficult and critical care treatment and surgical technology,strengthen the awareness of medical quality and safety management,strengthen the training and education of hospital management,and establish a modern hospital management system to improve the medical care ability.
