“申遗”视域下非物质文化遗产资源价值评估指标体系的构建——以贵州省从江县侗族非遗资源评估为例

摘　　要：非物质文化遗产资源的价值评估是非遗项目级别认定和采取相应保护措施的重要环节。由于我国非遗保护工作起步较晚,诸多制度、规范、标准并不完善,各地在非遗项目遴选和申报时缺乏完善的非遗价值评价体系和评价标准,难以有效地保障非遗项目评选的客观性和公正性,因此,建构一套适宜的"申遗"价值评估指标体系具有重要的现实意义。文章以贵州省从江县侗族非物质文化遗产资源为研究对象,对非遗项目的类别及构成、濒危状况、保护状况等进行调查分析,从非遗的品质评估、价值评估、濒危度评估、保护评估四个维度构建了非遗资源价值评估指标体系,通过评价结论分析各类非遗资源的申遗价值与重要级别,划分出不同性质非遗资源差异化保护的形式,提出非物质文化遗产保护与项目申报工作的建议。The value evaluation of intangible cultural heritage is an important link in the identification and protection of intangible cultural heritage at all levels.However,because of the heritage protection work in China starts late,many systems,norms and standards are not perfect,and the lack of perfect intangible cultural heritage value evaluation system and evaluation criteria in the selection and application of intangible cultural Heritage projects.It is difficult to effectively control the objectivity and impartiality of the selection of intangible cultural heritage items.Therefore,it is of great practical significance to construct a set of appropriate comprehensive value evaluation index system for the application of Intangible cultural heritage.Taking the intangible cultural heritage resources of Dong ethnic group in Congjiang County,Guizhou Province as the research subject,this paper investigates and analyzes the category,composition,endangered status and protection status of intangible cultural heritage projects,and constructs the comprehensive value evaluation index system of Dong ethnic group intangible cultural heritage resources in Congjiang County from four dimensions:quality evaluation,value evaluation,endangered degree evaluation and protection evaluation.Through the evaluation conclusion,the value and important level of applying for the intangible cultural heritage projects are analyzed,classifies different forms of protection of intangible cultural heritage resources of different natures and puts forward suggestions on intangible cultural heritage protection and project application.
