鄂西山区脱贫攻坚实践探索与启示——以秭归县九畹溪镇峡口村5年实践为例

摘　　要：党的十八大以来,党中央坚持把解决好“三农”问题作为全党工作重中之重。脱贫攻坚成效显著,峡口村户籍人口有609户1516人,是秭归县47个重点贫困村之一。2020年底,现行标准下183户463农村贫困人口全部脱贫。驻村工作队和地方政府找准致贫原因,精准施策贫困群众住有所居174户、患者病有所医1384人次,困难学生学有所教474人次,特殊群体弱有所扶16户17名,安全饮水建池111口,公路组组通36.1 km,电网线改造10 km。电视普及率和手机普及率100%。每年可增加村集体收入近10万元;共投入资金近4000万元。380 hm^(2)茶产业发展稳定强劲。2021年的政府工作报告中提出,全面实施乡村振兴战略,促进农业稳定发展和农民增收。接续推进脱贫地区发展,抓好农业生产,改善农村生产生活条件,持续巩固拓展脱贫攻坚成果,促进乡村振兴战略。建议接续峡口村产业扶贫、易地搬迁、生态补偿、教育、医疗、住房、就业等方面,投入财政资金用于扶贫,为贫困人口脱贫后提供坚实的政策保障。Since the 18th National Congress of the Communist Party of China,the Central Committee of the party has made it a top priority to solve the problems concerning agriculture,rural areas and farmers.With a registered population of 609 households and 1516 people,Xiakou is one of the 47 key poverty-stricken villages in Zigui County.By the end of 2020,all 183 households and 463 rural residents living in poverty under the current poverty line had been lifted out of poverty.The village-based teams and the local governments have identified the causes of poverty and implemented precision tactics,including 174 housing units for the poor,1384 hospital visits for patients,474 school visits for students with financial difficulties,and 17 support for 16 families for special groups,111 safe drinking water pools,36.1 km highways,10 km power grid line transformation.TV penetration rate and mobile phone penetration rate reached 100%.The annual collective income of the village will be increased by nearly 100000 yuan,with a total investment of nearly 40 million yuan.380 hm^(2) tea industry develops stably and strongly.In the government work report of 2021,the strategy of rural revitalization will be fully implemented to promote stable agricultural development and increase income of farmers.We will continue to promote the development of poverty-stricken areas,do a good job in agricultural production,improve production and living conditions in rural areas,continue to consolidate and expand the achievements made in poverty-alleviation,and promote the rural revitalization strategy.It is proposed that Xiakou Village should continue its efforts in poverty alleviation,relocation,ecological compensation,education,medical care,housing and employment,and invest financial funds in poverty alleviation to provide a solid policy guarantee for the poverty-stricken population after they are lifted out of poverty.
