安徽省农村扶贫开发的阶段特征、成效经验与政策展望

摘　　要：中华人民共和国成立以来,安徽省农村扶贫开发经历了解决生存性极端贫困、农村经济体制改革驱动群体性减贫、规模化开发式扶贫、综合扶贫开发及精准扶贫五个阶段,总结出了党的领导、政策组合、资金整合、聚焦重点、多方合作、激发动力等经验,农村扶贫开发工作取得显著成效。在乡村振兴战略背景下,安徽还需夯实脱贫攻坚成效的基础性工作,建立防止返贫工作机制,完善巩固脱贫成效保障措施,着力提升财政资金管理水平和政策成效,切实加强组织保障等相关扶贫政策,巩固安徽省脱贫成效,为实施乡村振兴战略奠定基础。Since the founding of the People’s Republic of China,the development of rural poverty alleviation in Anhui Province has gone through five historical stages:extreme poverty reduction,group poverty reduction driven by rural economic system reform,large-scale poverty alleviation through exploitation of resources,comprehensive poverty alleviation through development,and targeted poverty alleviation.Party leadership,policy coordination,financial integration,focusing on critical areas,multi-party cooperation,and stimulating motivation are some of the main experiences that have been summarized.Efforts of rural poverty alleviation and rural development have shown remarkable results.Under the strategic backdrop of rural revitalization,Anhui still needs to consolidate the foundation of poverty alleviation,establish the working mechanism to prevent poverty-returning,improve the guarantee measures for poverty alleviation,strive to improve the management of financial funds and policy effectiveness,strengthen organizational guarantee and other related poverty alleviation policies.Thus,the poverty-reduction achievements in Anhui Province could be consolidated,and the foundation for the implementation of the rural revitalization strategy could be established.
