时间银行模式在社区互助服务中应用现状及展望——基于行动研究视角的比较分析

摘　　要：时间银行作为社区互助服务激励的一种实践模式,在社会治理体制背景下,受学者关注程度有增无减,研究方法多采用文献资料分析法和调查法,对时间银行社区互助运作模式的现状、困境及模式建构缺乏深度观测与研究。安徽各地时间银行在运作主体、参与主体、运作方式上积累了探索经验,且在一定区域范围内具有推行效力,但居民参与积极性不高、运作机制不完善仍是实践难题。从时间银行模式推广的实践框架看,应增强基层社区治理水平,完善社区服务体系,提升社区服务专业化,切实发挥时间银行模式提高社区互助服务参与的可能性和广泛性。As a practical model of incentive for community mutual assistance service,time bank has attracted increasing attention from scholars under the background of social governance system.Most research on time bank is carried out through literature analysis and investigation,but there is a lack of in-depth observation and research on the current situation,difficulties and construction of the community mutual assistance operation mode of time bank.Through the action research on the operation practice of time bank in many places of Anhui Province,it is found that various places have accumulated exploration experience in operation subject,operation object and operation mode,which has the implementation value in a certain regional scope.However,the low participation of residents and the imperfect operation mechanism are still the practical problems.From the practical framework of promoting the mode of time bank,we should enhance the community governance,improve the community service system,and promote the specialization of community service,thus giving full play to the advantages of time bank mode to improve the possibility and universality of community mutual assistance service participation.
