中石油钻井工程管理提质增效配套方法研究

摘　　要：近年来,中国石油天然气集团有限公司(简称中石油)为保证国家能源安全,加快油气勘探开发,钻井工程管理面临钻井数量和投资大幅增长、钻井对象更加复杂、管理体制深化改革等新的发展形势。应用经济机制设计理论,按照信息利用是否有效、激励措施是否相容、资源配置是否合理的3个评价经济机制优劣的基本标准,从实现中石油整体效益最大化目标出发,创新性地提出创建管理知识体系、配套长效激励机制、深化改革治理机制的中石油钻井工程管理提质增效配套方法,并简析了5个提质增效案例。全面推广钻井工程管理提质增效配套方法,将显著提高生产效率,大幅降低钻井成本;很好消除交易矛盾,钻井队伍和谐稳定;有效开发油气资源,提高社会经济效益。In recent years,China National Petroleum Corporation limited(CNPC)has been accelerating oil and gas exploration and development in order to ensure national energy security.The drilling project management is faced with the new development situation,such as the substantial increase of drilling quantity and investment,the more complex drilling object,and the deepening of management system reform.Starting from realizing the goal of maximizing the overall benefit of CNPC,innovatively put forward the CNPC’s matching methods of improving quality and efficiency of the drilling project management,including establish a management knowledge system,and supporting a long-term incentive mechanism,and deepen the reform of the governance mechanism,according to the three basic criteria for evaluating the pros and cons of economic mechanisms from Economic Mechanism Design Theory:whether information utilization is effective,whether incentive measures are compatible,and whether resource allocation is reasonable.5 cases of improving quality and efficiency were briefly analyzed.If these methods can be comprehensive promoted,it will improve production efficiency significantly and reduce drilling costs greatly,eliminate trade contradictions,and the drilling team will be harmonious and stable,develop oil and gas resources effectively and improve social and economic benefits.
