摘　　要：做好采购需求管理,对实现采购绩效目标具有重要意义。针对目前高校仪器设备类政府采购面临的重程序轻结果、采购专业能力不足、国际贸易复杂等新问题,通过解读政策新要求,结合高校实践,提出完善仪器设备类论证工作、制定采购标准化文件、优化采购审批流程、加强信息化建设等方案,实现为采购人减负和全面落实政策要求。Good procurement demand management is of great significance to achieve the procurement performance goal. In view of the current new problems faced by the government procurement of instruments and equipment in colleges and universities, such as focusing on procedures too much and neglecting results, insufficient procurement expertise, and complex international trade. Through the interpretation of new policy requirements, and combined with the practice of colleges and universities, it is proposed to improve the instrument and equipment demonstration work, formulate procurement standardization documents, optimize the procurement approval process and strengthen the informatization construction plan to reduce the burden on the purchasers and fully implement the policy requirements.
