摘　　要：公共行政体制伦理属于公共行政伦理体系中的制度伦理。公共行政体制是公共行政系统的骨架,其伦理维度是否坚实、丰富,直接决定着公共行政系统伦理关系的好坏和道德水平的高低。但在已有的公共行政伦理研究中,公共行政体制伦理的建构并没有得到充分的重视。公共行政体制伦理因其对整个公共行政伦理的统摄决定、植入渗透、贯穿融入、标识对照而具有基准性功能;完整严谨的公共行政体制伦理必然是由政党伦理、政治伦理统领,并且与公共行政组织伦理、公职人员个体伦理相联结的多层次结构;建构公共行政体制伦理必须以行动着的公民为出发点,遵循人道主义和集体主义原则;良善的公共行政体制伦理必须以公正地增进公共利益为基本价值导向。The ethics of the public administration system belongs to the system ethics in the ethics system of public administration.The public administration system is the skeleton of the public administration system.The ethics of the public administration system has a benchmark function,implantation and penetration,penetration and integration,and identification comparison;a complete and rigorous public administration system ethics must be governed by party ethics and political ethics,and is in line with public administration ethics,the multi-level structure of the ethics of the administrative organization and the individual ethics of public officials;the construction of the ethics of the public administration system must start from the acting citizens and follow the principles of humanitarianism and collectivism;the ethics of the good public administration system must be oriented to the basic value of the public impartially benefits.
