普惠金融支持闽西经济与生态共同发展之路径

摘　　要：2019年,央行等部门共同印发《福建省宁德市、龙岩市普惠金融改革试验区总体方案》并提出在试验区构建普惠金融服务体系,提升经济薄弱环节的金融服务水平,同时改善生态环境质量。这说明了新时期党对闽西革命老区普惠金融建设工作的重视,以及对生态保护和经济发展协调发展的长远规划。使用CCR和BCC模型结合的方法研究了2019—2020年闽西老区普惠金融支持经济和生态共同发展的效率,通过实证研究,发现闽西老区普惠金融资源分配不均,普惠金融可得性、渗透性投入不均衡,支持效率相对较低,存在不少提高金融效率的机会。探索闽西老区普惠金融资源配置的合理方案,以激发普惠金融支持经济、生态发展的潜能,从而发现试验区建设的有效路径。这对于当前闽西老区普惠金融改革实验区建设具有现实意义,同时也是对普惠金融政策理论研究的一个补充。In 2019,the Central Bank and other departments jointly issued The Overall Plan for the Inclusive Financial Reform Pilot Zone in Ningde City and Longyan City,Fujian Province,which proposed to build an inclusive financial service system in the pilot zone to improve the financial service level of weak economic links,and also to improve the quality of ecological environment.This shows that the Party attaches importance to the construction of inclusive finance in the Former Revolutionary Base Areas in West Fujian in the new period,as well as the long-term plan for the coordinated development of ecological protection and economic development.Using the method of combining CCR and BCC model,this paper tries to study the efficiency of inclusive finance in supporting the common development of economy and ecology in the Former Revolutionary Base Areas of West Fujian during 2019-2020.Through an empirical research,it is found that the distribution of inclusive financial resources in the Former Revolutionary Base Areas of West Fujian is uneven,the availability and permeability of inclusive finance are unbalanced,the support efficiency is relatively low,and there are many opportunities to improve financial efficiency.On this basis,this paper tries to explore a reasonable scheme for the allocation of inclusive financial resources in the Former Revolutionary Base Areas of West Fujian,so as to stimulate the potential of inclusive finance to support economic and ecological development.
