成渝地区双城经济圈建设战略逻辑暨遂宁市新发展机遇研究  

Research on the Strategic Logic of the Construction of the Chengdu-Chongqing Double-city Economic Circle and Suining’s New Development Opportunities

摘　　要：2020年1月3日,中央财经委六次会议提出“推动成渝地区双城经济圈建设”,使成渝经济一体化、川渝协同共生发展上升为国家战略,其背后有深刻的战略逻辑。遂宁应该抢抓这一国家级战略机遇期,将优势资源转变为资源优势产业,使其成为遂宁全面融入成渝地区双城经济圈建设的充要条件和高质量发展的扎实根基。建议遂宁“以现代物流聚产业,科学设置产业体系;以文化旅游引人流,打造最佳宜居环境;以现代农业固根本,城乡融合高质量发展”,从而运营以产业促发展、以发展促消费、以消费促发展、以发展和消费促进人民安居乐业的循环逻辑,全面融入成渝地区双城经济圈建设并深入推进遂潼一体化,打造川渝毗邻地区发展先行区,实现成渝地区中部崛起。On January 3,2020,the sixth meeting of the Central Financial and Economic Commission proposed"promoting the construction of Chengdu-Chongqing Economic Circle",making Chengdu-Chongqing economic integration and Sichuan-Chongqing coordinated and symbiotic development a national strategy,which has profound strategic logic behind it.Suining should seize the national-level strategic opportunities and transform advantageous resources into resource-advantageous industries,making it a necessary and sufficient condition for Suining to fully integrate into the construction of the Chengdu-Chongqing Double City Economic Circle and a solid foundation for high-quality development.It is suggested that Suining“use modern logistics to gather industries and scientifically set up an industrial system;use cultural tourism to attract people to create the best livable environment;to solidify the foundation of modern agriculture and the integration of urban and rural areas for high-quality development”,so as to operate the circular logic of promoting development with industry,promoting consumption with development,promoting development with consumption,and promoting people's well-being and work with development and consumption,and to fully integrate into the construction of Chengdu-Chongqing double-city economic circle and further promote the integration of Suining and Tongnan,build a pilot area for the development of Sichuan-Chongqing adjacent areas, and realize the rise of central Chengdu-Chongqing region.
