促进河湖长制从“有名”“有实”到“有为”的提升应重视文化科技力量

摘　　要：河湖长制实施五年来从“有名”到“有实”取得了显著成效,对促进我国系统治水、全民治水产生了重大积极影响。根据国家现代化、生态文明建设等一系列重大战略目标和布局,我国水治理现代化任重道远,需要河湖长制给予强有力支撑和保障;河湖长制作为我国系统治水重要抓手,亟须提质升级,实现从“有名”“有实”到“有为”重大转变。提出了河湖长制“有为”的内涵及路径,以湖北省武汉市为例,分析讨论了河湖长办公室能力建设的几个关键问题。Since the implementation of the river and lake chief system for five years,it has achieved remarkable results from“nominal”to“practical”,which has had a significant positive impact on promoting systematic and national water governance in China.According to a series of major strategic objectives and layouts such as national modernization and ecological civilization construction,China’s modernization of water governance has a long way to go,which needs strong support and guarantee from the river and lake chief system.As an important point for China’s systematic water governance,the river and lake chief system urgently need to be improved and upgraded to realize the major transformation from“nominal”“practical”to“effective”.This paper puts forward the connotation and path of the“effective”of the river and lake chief system,and takes Wuhan City,Hubei Province as an example to analyze and discuss several key issues in the capacity building of the river and lake chief system office.
