摘　　要：河湖长制是我国新时期系统治水的重大举措,对保障河湖水系的健康、稳定与安全具有重大意义。河湖长制实施五年来的显著成效和重大影响充分证明了这一创新性制度设计的有效性。简要回顾了智慧化治水概念的演进,讨论了智慧水治理系统的概念与内涵,在此基础上分析讨论水治理监测体系、智慧水治理系统等两个智慧化支撑河湖长制提质升级的关键问题。The river and lake chief system is a major measure of systematic water governance in China in the new period,which is of great significance to ensure the health,stability and safety of river and lake systems.The remarkable results and great influence of the river and lake chief system in the past five years have fully proved the effectiveness of this innovative system design.This paper briefly reviews the evolution of the concept of intelligent water governance,discusses the concept and connotation of intelligent water governance system,and analyzes and discusses the two key problems of intelligent support for the upgrading of river and lake chief system,such as water governance monitoring system and intelligent water governance system.
