摘 要:简述了新冠疫情对亚太地区防灾减灾活动的影响,介绍了2020年ESCAP/WMO台风委员会成员国(地区)在国家水文气象服务中为应对新冠疫情引起的危机而采取的对策,总结了应对类似突发公共紧急事件时防御台风灾害的对策,包括加强水文气象服务、加强多部门协调机制、促进移动式数据传输和信息传播、增加家庭式水文气象监测站等,讨论了台风委员会在新五年战略计划中强调的两个关键技术在台风灾害预测预警中的应用,即基于影响的灾害预测预警和大数据及人工智能技术。With analysis of impact of COVID-19 on disaster prevention and mitigation in the Asia-Pacific region,introductions are made on measures for national hydrometeorological service taken by the member states of the ESCAP/WMO Typhoon Committee to deal with crisis caused by COVID-19 in 2020.It summarizes the actions to prevent typhoon disasters that are similar to public emergencies,including strengthen hydrometeorological services,multi-sectoral coordination mechanism,promote mobile data transmission and information dissemination increase home-based hydrometeorological monitoring stations,etc.Discussions are made on application of two key technologies for typhoon disaster prediction and early warning that emphasized by the Typhoon Committee in the new five-year strategic plan,namely impact based disaster prediction and early warning,big data and artificial intelligence technology.
