摘　　要：国家实施"推动成渝地区双城经济圈建设"发展战略,标志着我国经济纵深由沿海向内陆拓展,成渝地区合作共赢的聚集效应将会出现,有望成为我国第四增长极和西部发展核心。目前成渝地区双城经济圈发展能级整体不强、发展转型任务较重、开放水平和质量不高,究其根源除深居内陆的"先天不足"因素外,成渝之间的"拔河效应"也是重要原因。从中央赋予的"一极两中心两地"定位内在逻辑来看,其目标是要抓好经济中心建设,动力是要依靠科技创新和改革开放,基础是做好宜居城市建设,效果是要发挥"1+1>2"的聚集效应。为此,应抓好新通道、新枢纽、新基建、新载体、新产业、新机制,把战略定位中"两地"建设带动"两中心"发展作为成渝地区双城经济圈建设的基本策略。The country implements the development strategy of “promoting the construction of Chengdu-Chongqing Economic Circle”,which indicates that the economic depth of Our country expands from the coastal to the inland,and the gathering effect of Chengdu-Chongqing win-win cooperation will appear,which is expected to become the fourth growth pole and the core of western development in China.At present,the overall development level of Chengdu-Chongqing Economic Circle is not strong,the task of economic transformation is heavy,and the level of openness and quality are not high.In addition to the “congenital deficiency” in the inland,the tug-of-war effect between Chengdu-Chongqing is also an important reason.From the internal logic of the positioning of “two centers and two places” given by the central government,its goal is to build the economic center well,the driving force is to rely on scientific and technological innovation and reform and opening up,the foundation is to build a livable city well,and the effect is to give play to the aggregation effect of “1+1>2”.Therefore,new channels,new hubs,new infrastructure,new carriers,new industries and new mechanisms should be emphasized,and the construction of “two places” in strategic positioning to drive the development of “two centers” should be regarded as the basic strategy for the construction of Chengdu-Chongqing Economic Circle.
